Delhi Police has arrested the building owner and his manager in connection with the factory fire incident in North Delhi, which claimed over 40 lives. The incident which took place in the early hours of the day and is the second biggest fire incident in Delhi since the Uphaar cinema case in 1997. Who is to blame for such accidents and who will take responsibility?
