Resident Evil 3 Remake's cheat system is a little different than 2. You need to complete challenges to earn points. The quickest way to get a massive ammount of points is by completing weapon related challenges that require "x" amount of kills. There are a few great places to farm these kills so that you can quickly unlock the infinite rocket launcher or any other cheat you desire.
