Yes, the game size is around 31KB. Even today you can get the NES ROM here: http://www.emuparadise.mobi/Nintendo_Entertainment_System_ROMs/Super_Mario_Bros._(Japan,_USA)/57098, which is of the same size.
Modern images render at larger output resolutions. Super Mario and other Nintendo games rendered at 320x240. With smaller resolution, textures and objects were smaller.
If you compare Super Mario to any modern role playing game you will find it's quite inferior in terms of features, although it was a masterpiece of its time. These lack of features made it possible to ship games with that much

Don’t forget that today’s images are higher resolution. If you ever play it on an HD TV or computer monitor, you will notice 2 things: If you use an emulator then the original size of the screen is really really small and if you play on the HD TV which would be full screen then the game will look terribly grainy. However, the caption is incorrect, it is more around 0.5 meg originally. The result of the file is most likely due to modern compression techniques than the actual size of the original file.
