In some cases if the 'Transitions' folder doesn't exist at Movies / Motion Templates...

1. You'll need to create the 'Transitions' folder.
2. After creating the Transitions folder right-click on it and choose 'Get info'
3. In the dialog box dropdown under "Name & Extension:"
4. Add .localized to the end of Transitions so that it reads Transitions.localized
