This is Falke ファルケ Season 5 - The Art of Psycho Power

Falke's fighting style is bojutsu, a style also practiced by Eagle. Hers is the closest to actual bojutsu due to wielding a staff, as opposed to Eagle who wields two tonfas. However, some of her moves also show hints of Eskrima as well, as with Eagle. She has the unique ability to infuse Psycho Power into objects and release it through them, mainly through her staff, which she named Harmony due to her harmony with Psycho Power. Falke's ability to instantly release Psycho Power is lower than Ed's and M. Bison's, but she can increase its output by charging the power

Falke was built to be an alternative clone for M. Bison. She was heavily experimented on by Shadaloo and was forced to train everyday to achieve perfection. Years of harsh training went by, causing Falke to spiral deep into despair, wishing for it all to end.

One day, after having nightmares about M. Bison, Ed came to her rescue and they both were able to escape Shadaloo. Falke and Ed teamed up to search for others like them in need of help.

Sometime later after founding Neo Shadaloo, the two sparred with one another, Falke noticing how Ed's movements are inefficient and wondering who taught him to fight. When Falke is victorious, Ed figured that she could've easily escaped herself, recognizing how strong she is. However, Falke stated that she would've been trapped and rotting away in Shadaloo if Ed hadn't came to her rescue.

Seeing Ed's determination to rescue the others and to become stronger, Falke agrees to become stronger together with him.

Decapre fights using Shadaloo fighting techniques with Psycho Power infused daggers.

Decapre, along with the other Dolls, is attacked by Juri in a secret Shadaloo mountain base and is easily defeated. She is placed in a stasis pod and loaded onto a plane alongside the other Dolls by Juri who takes them to Seth at an unknown location for him to perform experiments on.
Decapre is awoken from an induced slumber within a stasis pod by S.I.N. employees, who release her from M. Bison's mental control. As she awakens, Decapre has flashbacks of being taken away by Shadaloo. She also has flashbacks about Cammy as well. In a fit of hatred-induced rage, she uses her daggers to smash open the stasis pod and leaves, vowing to kill Cammy.
Decapre nonetheless pursues her prime directive, which is to kill Seth.
