Can somebody explain what happened at the first one?

About the song that i used (everything I know)
It's a German Punk Rock/New Wave song that supposedly was released during the 80s, and kept playing on German radio stations, but nobody knows the name, the band who made it, not even the full lyrics
The researches to find the origins of this song started around 2007, and to this day no real answers
