Omega Red is basically a Russian super soldier. They experimented on Arkady Rossovich and altered him from what he was. Which before then was just a mutant. They also trained him up. During his time in the comics, he has been a member of various military and criminal organizations and is often used as a tool of destruction against the X-Men, especially Wolverine.
