These are the states people are running away from like a porta-potty and a chili cook-off. Yea, that bad.
Most states gain population every year, every decade, That is just how it goes. Birth vs. Deaths, immigration, etc. Populations grow.

When you are one of the states that break near even, some things are wrong with your state. But, if the state is losing population, there is something really wrong with the state. Normally it is economics. Not enough jobs, not enough good-paying jobs, too much poverty. When you look at cities crime is a big driver for outward migration, not so much with states. As you will learn in this video, money is always the biggest driver for a state-dropping population.
