Who is to blame for the city of Chennai's water crisis? | ITV News

Chennai - a city of 10 million people on the Bay of Bengal in India - ran completely out of water in June 2019.

The city struggled to provide the precious supply to all its inhabitants.

Hospitals and schools had to close, and the authorities scrambled for solutions.
