Supreme Court has ruled that reservation in promotion is not a Fundamental Right and that the State Governments cannot be directed to provide benefits of reservation in appointments or reservation-in-promotion. The court mandated submission of ''quantifiable data'' should a State decide to grant reservation-in-promotion.
